Erigeron uniflorus (One-flowered Fleabane)   Small size and low height (<3cm), woolly bracts, white ligulate florets, and leaves (some lower ones spoon shaped) with long articulated cilia (mostly worn off) are features all consistent with E. uniflorus - though the apparent ring of filiform florets (see close up photo) is consistent only with E. neglectus. But I still think this is uniflorus, since neglectus should have purplish florets and differ in all the other features described above (except the woolly bracts). Any observations would be welcome.
